The Community Access Program was developed by Industry Canada in 1995 to help communities in rural and remote settings obtain affordable public access to the Internet and the skills to use it effectively. This was done through the establishment of community-based public Internet access facilities.
In 1998, federal and provincial governments partnered to offer what is now the Community Access Program Newfoundland and Labrador (CAPNL). Today, the Department of Education administers nearly 170 CAP sites in communities large and small throughout the Province.
